I know only that Prague Hudy shop in Lidická street, Praha 5 has got this equipment - look at http://www.hudy.cz/article.asp?nLanguageID=1&nArticleID=146.
Perhaps making a little effort on google would give you answers that you are looking for...

As far as I know there are some good ski touring shops located in Prague (www.namche.cz) and Brno (www.u100.cz) but these are "far" from your border. www.sport-conrad.com, although not in Austria, might be worth a look too.
